Within the EU27 there are various experiences on how to assess the contributions of Operational Programmes (OPs) to tackle the region-specific impacts of climate change. France has developed the policy of climate neutrality across all its programmes and a similar approach is being followed by Malta. Other programmes (e.g. Germany and Hungary) contain explicit commitments for, on balance, an at least neutral climate change impact. Within England and Wales, many programmes set low carbon achievement as an overall OP objective and, hence, this needs an appropriate indicator. In the Italian OPs there is a programme level indicator for all regional OPs and some national OPs in order to measure the reduction in greenhouse gases. Other Member States are also examining the carbon impact of their OPs. In addition, there are attempts to create regional environmental accounts (RAMEA), in line with the United Nations statistical framework for environmental accounts (NAMEA). The purpose of this session is to compare such experiences and come up with operational conclusions for common approaches at EU level, including the further development of environmental management systems for OPs.
